Abstract
This research departs from the phenomenon of North Korea's nuclear development and a series of nuclear tests which then threatened global security, including the United States during 2009-2016. In this case, the researcher wants to find out more about the process of formulating US foreign policy as a response to the nuclear threat. The researcher uses the Foreign Policy Decision Making theory framework from Valerie M. Hudson. This study uses a type of qualitative research and secondary data collection techniques to observe and analyze further in answering the problem formulation in this study. The formulation of this Strategic Patience policy was caused by inputs such as the North Korean nuclear threat, encouragement of public opinion, and the influence of interest groups in influencing US institutions in policy formulation.
