Abstract
Terrorism became a threat to the international world, especially after World War II in 1945 and the Cold War in 1948. The existence and reputation of terrorism as a crime and a threat to security increased rapidly after the September 11 or 9/11 tragedy. The United States as an affected country, takes a firm stance and steps in international counterterrorism efforts. This was manifested by the formation and implementation of the War on Terror in the Bush administration. War on Terror is an international persuasive campaign, to establish international security in order to realize national security. As a persuasive global campaign, the United States invites the international community to get involved and cooperate in their WoT. Such a persuasive campaign at the international level will certainly shape the image of the United States of America in the eyes of the international community. And in this research, we will look at the image of the United States that was formed at the beginning of the implementation of WoT by Bush, with the modern era of WoT during the administration of Donald Trump. This aims to see how the image of the United States is formed by the WoT strategy of each government. Keywords: Terrorism, Counterterrorism, War on Terror, United States of America, George W.
