Abstract
The decentralization that occurred after the enactment of Law no. 23 of 2014 provides an opportunity for local governments to improve public services in order to achieve community welfare and increase regional competitiveness. One form of the Surabaya City Government's efforts to realize the welfare of the community is through sister city cooperation (twin cities). This study aims to describe and explain the motives for choosing the field of soccer in the sister city collaboration between the City Government of Surabaya and the City Government of Liverpool. This research uses the concept of sister city and paradiplomacy in which non-state actors have their role in developing regional potential. In addition, this research uses a qualitative research type with an explanatory approach. Data collection techniques used were literature review and interviews. The results obtained from this study indicate that the motive for choosing cooperation in the field of football is due to the interests of the Surabaya City Government, namely the interest in building the image of the city as a city that has high quality football and the interest in improving the quality of its human resources.
