Abstract
The Surabaya City Government Communication and Informatics Service (DINKOMINFO) is a local government agency that has authority in the management of Information and Communication Technology (ICT) with one of the focuses of information technology governance management, namely Change Management. However, in its implementation, DINKOMINFO in the city of Surabaya still does not have a standard and official standard that functions as a guideline in the implementation of the change management process both within the organization and information technology services of the Electronic-Based Government System (SPBE). Therefore, it is necessary to prepare a Change Management Guideline and Work Instruction document which aims to manage and carry out any changes or updates to processes, tools, and techniques effectively within individuals, teams and broad systems in implementing Electronic-Based Government Systems. SPBE) at DINKOMINFO Surabaya so that it can be well documented. This Change Management implementation guideline is intended as a guide and guide for every actor in each Regional Government Organization (OPD) who is involved in implementing the change management process. The results of the preparation of this change management document are in the form of Guidelines and Work Instructions for Change Management in the Implementation of Electronic-Based Government Systems (SPBE) of the Surabaya City Communication and Informatics Service against the existing scope of the Surabaya Communication and Informatics Office based on the ITIL V4 framework.
