Abstract
The application of information technology in the government environment is often associated with the term e-Government, Diskominfo Kediri Regency, which based on Regent Regulation Number 33 of 2019 concerning Electronic-Based Government Systems (SPBE) of Kediri Regency, has the authority to organize disaster recovery centers, e-Government information security services, e-Government data and information management services, to the implementation of the Government Chief Information Officer (GCIO) of the Regency Government has potential data security threats. As a preventive measure, it is necessary to measure the level of information security management capability at Diskominfo Kediri Regency. COBIT 5 is a framework that is able to cover technical and non-technical aspects and manage everything related to information technology starting from meeting stakeholder needs for information technology. The purpose of this study is to determine the level of information security capability of the SPBE of the Office of Kominfo Kediri Regency as a reference for the level of readiness of information security management and findings that can be used as an evaluation based on the measurement of the level of capability using the COBIT 5 framework. This research methodology is in accordance with Assessment Process Activities (APA) and the processes measured are APO13 Manage Security and DSS05 Manage Security Services. The results of measuring the level of information security management capability at Diskominfo Kab. Kediri show that the APO13 and DSS05 processes are at level 1 (performed) and have a gap value of 2 from the expected level of level 3 (established). Suggestions for improvement are prepared based on the findings of basic practices and work products that have not been fulfilled at level 1 so that they can reach category F (Fully Achieved) and the fulfillment of 2 levels is needed to reach the expected level.
