Abstract
Decentralization is one of the principles of regional development. The enactment of regional autonomy manifests this principle of decentralization. The principle of broadest autonomy means that the regions are given the authority to manage and regulate all government affairs outside those that are the affairs of the central government. The phenomenon that occurs in the implementation of regional autonomy is the high level of dependence of local governments on the central government and the level of independence of local governments. This study aims to determine the effect of the fiscal dependency and regional financial independence ratios on economic growth in provincial and regional governments throughout Indonesia for the 2020-2022 period. This qualitative research uses structural equation modelling (SEM) data analysis techniques using WarpPLS version 7.0 software. The population in this study were 34 provincial governments in Indonesia. The sample was determined using a non-probability sampling technique, namely saturated sampling so that the entire study population was used as a sample. The results of this study indicate that the fiscal dependence ratio does not affect economic growth, which means that the amount of regional transfers from the centre does not significantly impact economic growth. Meanwhile, the ratio of regional financial independence influences economic growth, which means that when the ratio of regional financial independence is high, the level of independence of the government in financing activities in its government affairs also increases.
