Abstract

Currently, Higher Education faces major challenges under three main disruptions: digital disruption, millennial disruption, and pandemic disruption. How the College reacts to the triple disruption will determine the future of students. Digital disruption creates 27-46 million new jobs and 10 million of them are jobs that did not exist before. On the other hand, around 23 million jobs will now be replaced by digital by 2030 in Indonesia. Colleges must make preparations for substantial changes including curricula to suit future new jobs. Millennials who grew up in the digital era are expected to have various competencies needed in the world of work. Students in higher education must be given a dynamic space to learn anywhere to be creative together, they are the center of learning, not lecturers. To face the challenges of the digital and millennial era, the Minister of Education and Culture of the Republic of Indonesia issued a new policy, the Independent Campus, Freedom to Learn or MBKM (Merdeka Belajar-Kampus Merdeka). This policy gives students the right and opportunity to study outside the Study Program for 3 semesters with a total of 20-60 credits. Students gain experience and enrich their competence by doing one or more of the 8 freedom of learning activities, namely: student exchange, internship, research, entrepreneurial activities, independent projects, humanitarian projects, teaching in schools, and projects in villages. Moreover, the Covid-19 pandemic situation in such a way has accelerated the implementation of the Independent Campus, Freedom to Learn. The Ministry of Education and Culture has set eight (8) main performance indicators to measure the quality of graduates, the quality of lecturers and study programs and ensure that universities implement Independent Campus-Freedom to Learn through the measurement of these 8 indicators. To accelerate the achievement of the target 8 indicators, the Ministry of Education and Culture provides a number of funding through competition programs such as the Campus Independent Competition Program, Matching Fund, ICT, and other programs to support MBKM activities. The University of Pembangunan Nasional “Veteran” Jawa Timur received funds of around 10.9 billion this year (2021) and was able to send around 2,254 students to carry out MBKM activities outside the campus both domestically and abroad.
