Abstract
This study aims to analyze the implementation of the zoning system at SMPN in Sidoarjo Regency. This research uses a public policy model developed by George Edward III which consists of four aspects in policy implementation, namely communication, resources, disposition, and bureaucratic structure. This research is a qualitative descriptive study that takes data through interviews and is also supported by documents, both researcher documentation and documents from informants. The results reveals that the implementation of zoning policies at SMP N in Sidoarjo Regency has been carried out according to George Edward III's policy model, which consists of aspects of communication, resources, disposition, and bureaucratic structure. Although the quota target of the zoning policy at SMPN in Sidoarjo Regency has been fulfilled, yet the zoning policy has not been able to meet the objectives of the zoning policy that has been determined, that is the equality of s education access and quality. The objectives of the zoning policy have not been achieved, among others, due to the obstacles in the implementation of the zoning policy, including: lack of understanding of students‟ parent regarding technology, aspects of areas that have a lot of agricultural land and vacant land, so that the composition of the population is uneven which has an impact on achieving quota , and constraints on the lack of communication.
