Abstract
The purpose of this study was to determine the organizational capacity in implementing IMB services in the Surabaya City SSW Program. This is because there are still many buildings that do not have IMB. In addition, the problem of completing files is not according to the SOP and frequent trouble with the network system. So that the impact on the implementation of policy / program licensing services that have been determined is not maximal. The theory used in this research is organizational capacity which is divided into 6 parts: 1) organization 2) work team 3) number of human resources 4) suitability of individual / peronel objectives with policy messages 5) commitment (motivation) and competence (expertise) of personnel to carry out Implementation (Will and Skill) 6) Work Experience and Seniority. The research method used in this research is descriptive qualitative. Data collection techniques were carried out by in-depth interviews and field observations. The results showed that the organizational structure is vertical, the number of employees owned is equal to the number of jobs, the suitability of individual goals in accordance with organizational values, employee commitment that results in reliability and experience of seniority based on tenure. Thus, the organizational capacity in the field of building planning is good enough so that it can increase the startup of residential IMB services.
