Abstract
In the implementation of area development, the purpose of this research is to acknowledge how many areas have potential that can be developed. This research employs the location quotient (LQ) method to identify which are basic industries and non-basic industries. Shift share method is used to identify which sector can propel a similar sector in another area. The Klassen typology is a method which can identify the classification of an area, using secondary data obtained from Badan Pusat Statistik (BPS). From the completed analysis, it can be seen that from the Karo District, Dairi District, Deli Serdang District and Binjai city there are a basic industries, non-basic industries, and industries which propel similar industries in other areas, and it was discovered that Karo district and Dairi district is classified as a Quadrant IV area (Left behind), meanwhile Deli Serdang district and Binjai city is classifed as quadrant II (leading but Oppressed).
