Abstract

The whistleblowing system is part of the agency/institution's internal control that is used to disclose violations that occur within the agency/institution. Everyone who reports a violation is called a whistleblower. Whistleblower is an employee who reports fraudulent practices that occur within government agencies, where these reports can be expressed directly by internal parties or external parties who are aware of the occurrence of fraudulent practices or violations. Reports obtained from whistleblowers need to get attention and follow-up, including the imposition of penalties or sanctions so that they can provide a deterrent effect for perpetrators of fraud and also for those who are thought to take such actions. Every company/agency needs to have a system like this to deal with fraud in the company. Reviewing the importance of this reporting system, the East Java Provincial Communication and Information Office also plans to create such a system. Therefore the purpose of this field work practice is to create a specification document that is used as a reference manual for interface design teams, programmers who write code, and testers who verify the performance of software created at the East Java Provincial Communication and Information Office.
