Abstract
Ratification of the Regulation of the Indonesian Minister of Education, Culture, Research, Technology and Higher Education (Permendikbud) No. 30 of 2021 got quitely great pros and cons on Twitter. Two camps that stand on pros and cons, argued with each other on the basis of their own opinion. The wave of support for the Permendikbud ratification was quite high because of the regulation's benefits urgency. Netizens encouraged the enforcement of this Permendikbud to protect the victims of sexual violence that happened at the higher education level. However, cons groups did obtestation by asking for the regulation to be revoked or revised. Mapping the network of issues of pros and cons was important to see how the network was formed and the opinions that netizens believed. Analysis of the network was based on the analysis of Eriyanto's communication network. Opinion analysis was carried out by using network analysis at the level of Suratnoaji, Arianto analysis, namely analysis at the level of content, behavior and network analysis. The network was formed from 4,000 nodes and 6,217 edges. This research showed that the peak of the conversation regarding the Permendikbud No. 30 issue occurred on November 10th, 2021. The opinions expressed were quite balanced, but netizens responded quite positively regarding the ratification of Permendikbud No. 30. The appearance of positive sentiment was better than negative sentiment. Keywords: Permendikbud no. 30, netizen opinion, communication network.
