Abstract
The Covid-19 pandemic has made the government make a policy of having PSBB (Large-Scale Social Restrictions) for all of Indonesia and the hashtag at home being a motivation to reduce the number of positive Covid-19 in Indonesia. Covid-19, where sales at dine-in, take-away, and delivery services have decreased drastically. The Covid-19 pandemic has caused a shift and change in the way consumers buy. So that many consumers use delivery services to meet their daily needs. However, not a few people are not interested in using delivery ser-vices due to several factors. Therefore, XYZ MSMEs must increase sales by utilizing food de-livery services. This study aims to produce a simulation model design and determine the best policy scenario to improve food delivery services during the pandemic. The method used in this study is a dynamic system simulation method that can create simulation models accord-ing to real conditions and mathematical model formulations, so that the policy scenario de-sign is obtained to achieve the objectives. The results of the research that have been carried out are in the form of scenarios that can increase the number of customers on delivery ser-vices at MSME XYZ by increasing the potential market at MSME XYZ, among others, provid-ing a 10% discount on shipping costs and providing a 20% discount with a minimum pur-chase of Rp. The simulations carried out resulted in an increase in the number of customers who bought XYZ MSME products from the first month to the 12th month.
