Abstract
The Surabaya city government plans to revive local art activities which is currently suspended, by revitalizing the ex Hi-Tech Mall as a art building based on the vision and mission of the city of Surabaya. In order to strengthen cultural values local communities in the joints of community life and strengthen the competitiveness of businesses creative local economy. The purpose of this research is to present facilities with raised the issue of art and culture preservation, as well as the development of local creative industries through revitalization of ex Hi-Tech Mall based on local wisdom, so that a facility is obtained loaded with local value. This research is qualitative by using qualitative descriptive analysis method. With the theme "East Java Living Art & Space" It is hoped that the facilities provided can support conservation and development activities local arts and local creative industries in East Java, which consists of culinary and culinary centers souvenirs, handicraft and art galleries, as well as collaborative spaces and buildings show. Design approach using Neo-Vernacular Architecture for support philosophical values that are manifested in a new form but have a soul local (spirit of place). The results of this study indicate the existence of local values very strong is realized from the shape and appearance of the building. Keywords: Ex Hi-Tech Mall, Locality, Neo-Vernacular, Revitalization.
