Abstract

This study discusses humanitarian diplomacy as a form of US interaction with other countries in disaster recovery involving USAID (United State Agency for International Development) as an independent organization committed to providing international assistance in the humanitarian and economic fields. Humanitarian aid has always been based on two motivations: humanity and fostering bilateral relations. The post-disaster relief humanitarian aid carried out by the United States through USAID contains a number of diplomatic motivations, such as efforts for humanitarian reasons, as well as fostering bilateral friendly relations between the US and Indonesia. This study will focus on how the process of US public diplomacy towards Aceh through the USAID program aims to help restore community life after the Tsunami that hit Aceh, as USAID's aspiration was formed to be able to have a positive impact on disaster victims. The type of research in this thesis is explanatory. The results of the study show that the provision of humanitarian assistance to the US government through USAID is an effort to build the trust of the Indonesian government. The goal of this strategy, “A stronger US-Indonesian partnership advancing shared prosperity and security,” reflects Indonesia's own long-term aspirations for 2005-2025: “an independent, advanced, just, and prosperous Indonesia”.
