Abstract

Women, Peace and Security (WPS) Agenda is a framework that seek to recognize and encourage the involvement of women in conflict prevention, management, and resolution through UNSCRs. One of the agenda's implementation in peacekeeping then can be seen from the existence of all-female formed police unit (FFPU), a unit under UNPOL in which all the operational personnels are women, Considering that peacekeepers are mandated to support security sector reform (SSR) of the host country, this study intended to know the role that FFPU, as the implementation of WPS Agenda, played in Liberia's SSR in 2007-2013. The research conducted using literature study methodology through qualitative analysis of secondary data sources. Through the elaboration of the framework of gender sensitive SSR and norm entrepreneurship, the result shows that FFPU acted as norm entrepreneur of WPS Agenda in Liberia SSR 2007-2013. Keywords: WPS Agenda, FFPU, Security Sector Reform (SSR), norm entrepreneur
