Abstract

The problem of deforestation due to the presence of industry in the forestry sector in Indonesia has become a very serious problem. Even though there has been Presidential Instruction No. 10/2011 concerning Postponing and Improving the Governance of New Permits for Primary Natural Forests and Peatlands, this regulation cannot reduce ecological issues in Indonesia, including Riau. The existence of a transnational advocacy network such as the global environmental organization Greenpeace is very important to make this issue a big and crucial issue for the country to be resolved immediately. Therefore, this study aims to describe the strategy of the transnational advocacy network Greenpeace in dealing with ecological issues in Indonesia in the Riau case study in 2011-2018, during the forest moratorium policy. In line with these objectives, this research uses a descriptive method, with qualitative data analysis techniques. While the concept that the author uses is the concept of transnational advocacy networks proposed by Margaret E. Keck & Kathryn Sikkink. The result of this research is that Greenpeace has implemented four transnational advocacy network strategies, namely; (1) Information Politics by disseminating reports on investigation results; (2) Symbolic Politics by taking creative actions; (3) Influence Politics by persuading and suppressing more powerful actors; (4) Accountability Politics by exposing the distance between discourse and practice. From cases of deforestation and ecological issues that exist in Riau, caused by the palm oil and pulp/HTI industries, as well as actions in symbolic politics, politics of influence, and politics of accountability, Greenpeace has created a commitment from the government by the issuance of Presidential Instruction number 8 of 2018 concerning a moratorium on permits for oil palm plantations, HTI, and mining.
