Abstract

The Marine and Fisheries Business Actor Card (KUSUKA) is a program of the Ministry of Maritime Affairs and Fisheries of the Republic of Indonesia to improvethe welfare of fishing communities as marine and fishery business actors. Therefore, the procurement of KUSUKA Cards is very much needed for fishing communities. The purpose of this study is to describe and analyze the effectiveness of the implementation of the Marine and Fisheries Business Actor Card (KUSUKA) program for fishing communities in Bulak District, Surabaya City. This type of research is descriptive qualitative with data collection techniques in the form of observation, interviews, and documentation. The research location is in Bulak District, Surabaya City and the Surabaya City Food and Agriculture Security Service. The focus of this research is to use 5 (four) indicators of program effectiveness by Sutrisno (2007), namely: Understanding the program, Right on target, Right on time, Achieving Goals, and Real Change. Using primary and secondary resources related to research. Sampling in this study using purposive sampling technique. Data analysis techniques used are data collection, data condensation, data presentation and drawing conclusions. The results of this study indicate that the implementation of the KUSUKA Card program for fishing communities in Bulak District, Surabaya City has not been effective. This is because only targeted indicators have been effective with the achievement of targets of more than 90 percent of all targets for the KUSUKA Card program in Bulak District. Meanwhile, other indicators are still not effective due to several obstacles such as limited understanding of community programs, no clarity on the timing of the printing of the KUSUKA Card, the functions and benefits of the program have not been fully felt, and there is no real change in the lives of fishermen in Bulak District.
