Abstract
Information is one of the organizational assets that must be protected to ensure business continuity. Information security must be carefully planned and structured according to standards relevant to business objectives. The Department of Communication and Information of East Java Province plays an important role in carrying out a collection of communications and informatics affairs, statistics and coding in line with the rapid development of information and communication in the digital era. Therefore, it is very important to protect all information contained in the East Java Kominfo Service. The leakage of sensitive information can cause losses up to the level of the East Java Provincial Government. In the APTIKA sector, the East Java Communications and Information Service utilizes technology to support its operational activities. The SMKI is a set of policies and procedures as a standard for sensitive data management at the East Java Communications and Information Office. The implementation of the ISMS has not been maximized, where there are still some procedures that have not been implemented optimally. Therefore, it is necessary to evaluate information security management in the APTIKA field. Evaluation of information security management is carried out using the COBIT 5 framework. Based on the Cascading Goals, the evaluation of information security management focuses on the APO13 process. Data was collected by means of interviews based on the RACI Chart and observations on documents related to information security management. Capability level measurement is carried out based on COBIT 5 where there are levels 0 to 5. Results The measurement shows that the level of information security management capability is at level 4. While the expected target level is at level 5, the gap value is 1. In order to achieve the expected level, recommendations that can be applied by the APTIKA Division are made, namely planning for measuring the effectiveness of incident handling management, defining opportunities for improvement through new technologies that support ISMS, and adding a detailed description of the Information Security Incident Form. All recommendations can be implemented in a specific document or add a description to an existing document. Further research can use the focus of the EDM03, APO12, and BAI06 processes to measure information security management by expanding the boundaries to cover all fields of work at the East Java Communications and Information Service.
