Abstract
East Asia (China, Japan, and South Korea) is area with impressive economic growth without any regionalism platform. Bad historical relations and domestic ideology most likely become the main reason why the regionalism platform never occurred in the first time. But, in 1997-1999 the cooperation pattern between JCK had change, proven by the existence of APT (ASEAN Plus Three). The Asian Financial Crisis ruined ASEAN economic growth and also East Asia in other ways. Under mission to fix the crisis within ASEAN, JCK throwing away their egoes and begin to open for regional platform with ASEAN. JCK’s self-help priority had change on the time the crisis hit the Asia. Along with the change of self-help, the rational based decision making process had shifted too. Analyzed with Two-level game, the research focused on external and internal factor behind the changes within JCK relation. The internal factor will using the trade policy approaches between JCK-ASEAN trade track record. Thus, external factor analysis using multilateral negotiation, concerning the explanation toward the ASEAN Summit with JCK and intern JCK’s diplomatic meeting in 1998. The research concern toward the explanation of the reason of JCK’s changing pattern toward regionalism issues within APT in 1997-1999.
