Abstract

China issued the One Belt One Road Initiative (OBOR) which is a new Chinese strategy in conducting international politics by utilizing the maritime and silk routes. This policy also supports the development of the Chinese economy which likes to expand from one region to another. This policy targets strategic countries in the territorial waters to implement new strategies in utilizing maritime and silk routes. Sri Lanka is a strategic country and is included in the OBOR initiative. Of course, Sri Lanka cannot be separated from one of the OBOR policy strategies, namely the existence of debt-book diplomacy conducted by China. Debt-book diplomacy is one form of diplomacy practice by applying debt book as an object so that the country can make a cooperative relationship, usually done with investment from one country to another. Not in line with the objectives of the practice of debt-book diplomacy, instead Sri Lanka actually experienced a negative impact on the internal state. One of the triggers, is a debt-book diplomacy from China which instead produced a trap for Sri Lanka which has a negative impact on Sri Lanka, and illustrates the economic and political conditions of Sri Lanka that exploded in the 2017-2019 period. Not unexpectedly, the beginning of cooperation that aims to cooperate with each other even detrimental to one party that has a very large impact on the internal state affected.
