Abstract

In the era of globalization with conditions of competition that are quite tight and full of challenges, government officials are required to be able to provide the best service to the community and be oriented to the needs of the community. As an effort to improve the quality of public services, the government continues to take various ways to improve public services in order to realize excellent public services. One of the efforts to improve the quality of public services is to innovate public services. As an effort to improve services to the community, the Gresik District Police launched an innovation called Delivery SIM. This study aims to analyze and determine the attributes of Rogers' theory of innovation and the theory of the driving factors and inhibiting factors of Clark and Albury in the public sector. This type of research is descriptive qualitative with data collection techniques observation, interviews and documentation. The results of the study indicate that the implementation of SIM Delivery Service Innovation has not only relative advantages, compatibility, triability and complexity but also observability. The driving factors for SIM Delivery Service Innovation are political incentives, economic pressures and increased efficiency and pressure to improve services, while the inhibiting factor is a culture of risk aversion. The author suggests holding ongoing socialization so that this innovation can be recognized by the people of Gresik Regency.
