Abstract
Tourism is a valuable asset to encourage development in areas that have natural and attractive potential for other tourist objects. One of the tourism developments is a tourist village located in Sidoarjo Regency, East Java, namely Wahana Kali Ngaban Tanggulangin. This tourism activity stems from residents initiative who are uncomfortable with the river's condition which full of garbage. Community involvement and cooperation especially in villages, arises because of social capital. The Purpose of this study is to identify and describe social capital in the development of Wahana Kali Ngaban using Putnam's theory consists of Trust, Norms, and Networks. This research is descriptive qualitative with interactive model data analysis by Miles and Huberman to describe how trust, norms and networks exist in the research locus. The results shows the existence of social capital such as a trust; Community believes, accepts, supports, and involved in the development of a tourist village. Norms; Shows value of mutual cooperation and strong social ethics in society, but there is no written formal regulation related to the development of a tourist village. and Network; is seen only within the community, whereas there are no networks outside that are able to help Wahana Kali Ngaban development.
