Abstract
first in 2020 from other cases of child abuse. Sexual violence will result in the child often nightmares, changes in appetite, exposing strange or inappropriate sexual acts, trust in others fades and sudden personality changes in the personality of the child. The Indonesian government has an obligation to provide protection to children victims of sexual violence by implementing Undang-undang Nomor 35 Tahun 2014 about Changes to the Undang-undang Nomor 23 Tahun 2002 child protection. The Commitment of the Surabaya City Government in providing such handling conducted by (DP5A) refers to the Peraturan Daerah Kota Surabaya Nomor 6 Tahun 2011. In particular, the handling is carried out by the Field of Mainstreaming of Children's Rights, Protection of Women and Children in accordance with the main duties and functions as stated in the Peraturan Walikota Nomor 55 Tahun 2016 by providing various efforts and strategies such as the preparation of protection effort materials, the implementation of problem outreach and the implementation of assistance for women and children victims who experience problems by cooperating across agencies, becoming the manager of PPTP2A, and providing PKBM and Puspaga. This study aims to find out, describe, and analyze the Strategy of Handling Child Victims of Sexual Violence in Surabaya using SWOT analysis from Freddy Rangkuti (2008). The type of research used is a type of qualitatis research with data collection techniques in the form of observation, interview, and documentation. The location of this study was at the Office of Population Control of Women Empowerment and Child Protection of Surabaya City. The focus in this study on Strength, Weakness, Opportunities, dan Threats from The Strategy of Handling Children Victims of Sexual Violence. The result of this study is a strategy that has been implemented but not quite maximal because there are still some obstacles in the implementation of the strategy.
