Abstract

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank with mission and aim to improve social welfare and economic growth in the Asian region through the investment flow and infrastructure development. The Asian Infrastructure Investment Bank (AIIB) was officially operational in 2016 based on initiative of President Xi Jinping at the Asia-Pacific Economic Cooperations (APEC) Leaders forum on October 2013 in Bali, Indonesia. The initiation of this financial institution establishment is actually China response to the condition of infrastructure gap in the Asian region. That many countries in this region, particularly developing countries do not have sufficient financial capacities to build infrastructure facilities. In consequence, there is an infrastructure gap in this region so that regional welfare has not been maximally reached. This research is specifically intended to analyze China action in the Asian Infrastructure Investment Bank (AIIB) establishment in 2016. The analysis will be conducted by the theory of great power diplomacy and the concept of national attributes. That China as a great power in the Asian region has the responsibility to ensure regional welfare and stability. And this is manifested by establishing the Asian Infrastructure Investment Bank (AIIB) as an instrument to raise up welfare and stability in the Asian region. In addition, the national attributes owned by China in the form of size and territory (as the largest country in the Asian region) and economic capabilities (as the largest economy in the Asian region) also espouse the existence of China in establishing the Asian Infrastructure Investment Bank (AIIB) in the Asian region. The research scope is from 2010, when China began to influence as a great power in the Asian region until 2016, when the Asian Infrastructure Investment Bank (AIIB) began operating officially and undertaking several infrastructure projects in the Asian region.
