Abstract
This thesis is based on an incident that appeared at the Bakti Area TPST Bumi Lingkar Timur Sidoarjo Regency with Regional Regulation Number 6 of 2012 concerning Waste Management and Retribution for Waste/Cleaning Services. Obligations The main issue regarding the TPST for the Bakti Earth Area of the East Rim, Sidoarjo Regency is to provide waste management services. Department of the Environment and Cleanliness of Sidoarjo Regency as an office written in the Regional Regulation has a duty and function in creating a beautiful and healthy environment for complement social welfare. One of them is the TPST for the Earth Service Area Lingkar Timur assists the Dinas to carry out solid waste services in Sidoarjo Regency, especially in Sidoarjo, Candi, and Buduran Districts. The purpose and intent of this research is to examine and define handling of the Regional Government in waste management that has contributed in overcoming the waste problem at the TPST in the Bakti Bumi Lingkar Timur Sidoarjo. And to find out how the implementation of management policies waste at the TPST in the Bakti Bumi Lingkar Timur Sidoarjo Regency. This type of research is descriptive qualitative research while matching between reality (observing behavior, trying to explore and analyze information – pertinent information) with the prevailing theory of “Implementation” Waste Management Policy in Sidoarjo Regency (Study on Site) Integrated Waste Management (TPST) Bakti Bumi Lingkar Timur Regency Sidoarjo)". By utilizing data collection techniques, observation, interviews, and documentation. This research is based on the Regional Regulation of Sidoarjo Regency No 6 of 2012 concerning Waste Management and Service Charges Garbage/Cleaning. The study of the results of this study is the implementation of the Regional Regulation program Number 6 of 2012 at the TPST for the Eastern Circle Bakti Bumi in serving waste management in the hope of reducing the volume of waste stockpiled. Policy implementation can be said to be going well if: variables in theory match the performance in the field, so the policy society can feel it. Keyword: Implementation, Policy
