Abstract

The most important food needs in Indonesia are in the rice commodity. That is because the main staple food of Indonesian people is rice. So that rice consumption is higher than other food sources. Because of the importance of rice for the people of Indonesia this research is explaining that the food crisis is a serious problem and requires multilateral cooperation to solve it. The international organization, the ASEAN (Association of Southeast Asian Nations) formed the APTERR (ASEAN Plus Three Emergency Rice Reserve) which functions to provide rice reserves in an emergency. APTERR as a regional framework for dealing with post-disaster food insecurity problems. To answer this research, the authors use the problem formulation "how the role of APTERR in handling rice food security in Indonesia in 2005 - 2012". Using food security theories, international organizations, foreign aid and multilateral cooperation. The method used in this research is descriptive by describing the impact of handling rice food in Indonesia by the role of APTERR, as well as collecting primary and secondary data through data analysis. The range of research from this study was 2005-2012 based on the start of the APTERR assistance process for Indonesia. The results of this study show how APTERR through its programs provides assistance to Indonesia. When the availability of rice through rice self-sufficiency is difficult to realize, ASEAN food cooperation becomes an option to support rice policy in Indonesia, especially in the context of supporting rice food stabilization.
