Abstract

This study aims to determine the implementation of policies to reduce the use of plastic bags in the Bekasi Regency. This research method is a qualitative approach method. Data was obtained through observation, interviews, and documentation. The results of the study explain that the implementation of the policy using the model put forward by George Charles Edwards III consists of communication factors, resources, dispositions, and bureaucratic structures, all of which influence the successful implementation of policies to reduce the use of plastic bags. First, communication has been carried out even though deficiencies were found related to ambiguity and inconsistency through policy outreach that does not target all related parties or is not yet massive and maximal. Second, the resources have been implemented even though they are still inadequate both in terms of quality and quantity. Third, the disposition has been present in the implementation of the policy but it can still be judged that the implementer has not been fair, firm, and consistent, moreover, the community responds to the presence of this policy with an underestimate and is not sure that it can be realized in a significant and optimal manner. Fourth, the bureaucratic structure has been implemented even though obstacles were found related to the flow of the organizational structure regarding fragmentation and SOP which actually could be resolved through efforts to accelerate the formation of the PPLH Task Force.
