Abstract
Permendikbudristek 30/2021 has attracted controversy, because Article 5 constains the phrase “without the victim’s consent” which allegedly legalizes acts of free sex behavior. The purpose of this research is to find out how Kompas and Republika framed the news of Permendikbudristek 2021 which was published in November 2021. The research was conducted using the Robert N. Entman framing analysis model. The result showed that Kompas tends to interpret this policy as a progresive step towards the existence of a legal umbrella, regarding the phrase “without consent of the victim” as an indicator in determining sexual violence. Meanwhile, Republika tends to corner the goverment because it sees this policy because the phrase “without the victim’s consent” can lead to the legality of free sex that is contrary to religious law and Pancasila Keywords: Permendikbud 30, Framing Analysis, Robert N.
